I'm assuming that you mean that it's on Italian language not channels. The best way to try and figure it out, is to get an Italian to English dictionary and look up the translations.
The way I did it was to unplug the power supply and remove the batteries for a minute, this cleared all the settings. Put it all back together and then reset station.
It is more likely a power issue. PTT switches do not normally cause a short circuit. Check the batteries, swap the batteries and see if that helps. Radios take a great deal more power to transmit than turn on or receive. If not the battery, try a low voltage battery, such as a cordless phone battery. If it still occurs, check your warrany and send it back to the factory.
I just finished reading through the owner manual and it didn't say anything about a crystal anywhere. Possibly the setting is incorrect for receiving the weather reports/alerts. Click on the link above and verify you have your setting for weather reports proper.
