Most chargers can't just be tested. Looking at a few other things can lead to the charger being bad or not. First thing to look at is, does the chair still turn on? If it does then the batteries are good enough to be charged. If the chair does not turn on then you have to find out if the batteries are dead. If the batteries are dead then then no On-board charger will work. Next, can you see the charger? Can you see if there are any lights that come on when you plug it in to the wall outlet? If no lights turn on the charger is bad. If one or more lights come on but the chair does not turn on then the batteries may be dead or a fuse is blown or a bad connection. You need to look at these things and may need to use a Volt/Ohm meter to test the batteries, fuses, wiring and connections to pin point the exact problem.
There is a fuse in the charger and another in the chair for the charging circuit. Poor connections to the controller and at the batteries will do it too. If the batteries have been completely discharged, then the onboard charger does not have enough power to start recharging them. If that is the case, use an automotive 12 volt charger that has no automatic charging circuits in it to charge them individually. That means removing both batteries from the chair and connect the charger to one battery at a time. You can test the charger with the batteries disconnected and measuring the voltage on the wires you just took off the batteries. The voltage should be 28 volts or so if the charger is working.
