This could be caused by a temporary connection loss. Don't try to find your proxy server, unless you did set up the router yourself with a specific server.
Check all connections and the router. When you see a red light on the router, try resetting it. Most of the time 30 seconds without power will do the trick. Most of the time on every router is a sticker with the reset procedure. If nothing helps, try connecting to your provider over the phone and ask them if they have any problem close to you.

The anti-virus has set up a firewall which has disabled your internet access. Go into your Webroot console and go to settings and firewall and set it to make an exception for incoming network connections.

This is a brain-dead system default setting from Microsoft. If your company/network requires you to use a proxy server, they can make it happen invisibly to you. There is nothing wrong with turning it off except that your connection might slow down if there is a proxy on your network and you don\'t use it. Proxy can cache (save recent pages) and/or restrict your access (filter porn sites). Filtering should be invisible or not configurable by users. The MS default is just plain wrong.

Sounds like Ultrasurf is resetting your proxy settings every time you reboot. Completely uninstall Ultrasurf, using their recommended procedures.

Exactly error: "Unable to connect to the proxy server
A proxy server is a server that acts as an intermediary between your computer and other servers. Right now, your system is configured to use a proxy, but Google Chrome can't connect to it.
Here are some suggestions:
If you use a proxy server, check your proxy settings or check with your network administrator to make sure the proxy server is working.
If you don't believe you should be using a proxy server, try the following steps: Go to Wrench menu > Options > Under the Hood > Change proxy settings > LAN Settings and deselect "Use a proxy server for your LAN."

The Proxy server is refusing connection,. Unable to connect to the Proxy server. Error 130 (net : Error_Proxy_Connection_Failed)

Google Chrome may not be using a proxy from your ISP odds are that it is not so you will have to go into the tools and options and then select connections section and disable the connection for proxy server usage just un check it not to use any proxy servers that is what is going on. Not able to apply the proxy settings for internet explorer

Hi,

Open Microsoft Internet Explorer and from the 'Tools' menu select 'Internet Options'. from the 'tools' menu.

Select the 'Connections' tab.

Select 'LAN Settings'. In the 'Proxy server' section select 'Use a proxy server for LAN ..., enter your proxy address, and enter port 8080. 'Bypass proxy server for local addresses' is selected if you are accessing network resources through a intranet. When complete, select OK twice.
NOTE:

After you apply your settings to the web browser test your Internet connection by attempting to access an external Web site such as http://www.google.com. Test more than one Web site. If you are unable to access external Internet resources, verify the spelling of your entries. If spelling is correct, contact your company's helpdesk to find out if there is a problem with the corporate proxy server.

My computer says it has excellent wi fi signal. However, I am unable to gain access. It tells me the proxy is denying access or that it can't find the server.

Are you supposed to be using a proxy?
If you are, are the settings right, if your not, malware or a virus may have changed your proxy settings.
Goto.. Control panel / internet options / connections / lan settings
Here you will find options to set you IP or to automatically detect settings, and to use a proxy.
I have cable internet, i have automatically detect settings ticked, and no proxy

Can't connect to internet when K9 program installed

Symptom You are unable to access any website
Causes
  • Your firewall is blocking K9
  • You are connected behind a proxy server
Solution If you receive an error that states "K9 Web Protection Not Responding," please click here. Otherwise, continue below.
You may be unable to access the Internet using K9 in a couple cases:
Case 1: Your firewall is blocking K9
If you are using a desktop firewall, it may appear that you cannot access the Internet. To resolve this issue, you will need to configure your firewall to "always allow" the following program to access the internet:
C:\Program Files\Blue Coat K9 Web Protection\k9filter.exe
