Make sure the fuel filter in the tank is staying at bottom of the tank.
You may have the fuel lines on backwards. So your fuel is only getting in when the shorter vent line is immersed in fuel. Try swapping the lines at the carb and see if the problem goes away. If it doesnt change then empty out the tank and look inside to make sure the clunk is hanging down in the bottom of the tank and isnt sitting up by the filler neck. The clunk is the weighted filter that sits on the end of the fuel intake line. Be safe and good luck!
I would get a carb kit (they're cheap) and completely clean the carb. Also, check out the gas tank vent.
It's definitely a fuel issue.
