I am tying to create free account but doesn't want to open why
Like John Maliga says....
Apple has a whole on-line support group for your problems.
But I did notice you said free account. I'm pretty sure you will have to supply a credit card number (or other payment option). This doesn't mean you will be charged any $ for joining. Its the only way for you to prove who you are and Apple are big on security as part of your Apple ID. which can be used for finding your lost or stolen iPhone.
Although FIXYA can help with lots of things, if you have not contacted Apple support for your new phone, or if you have not visited an Apple Store for help, that would be the quickest way to solve your problem.

SOURCE: when i open my iphone
1. Connect your iPhone to iTunes.
2. Hold the Home button and the Power button at the same time for 10 seconds.
3. After exactly 10 seconds, release the Power button but keep
holding the Home button for 10 seconds or until iTunes pops up a message
saying that it has detected an iPhone in recovery mode. At this point,
click OK, then click "Restore" in iTunes.
