I went to "settings" but don't see anything there that could help me!
It is your carrier, call them because it is actually ringing more times but it is taking longer for the signal to make it to your phone, what I would do is ask your provider to take you off and put you back on the network it is called provisioning... an improper provisioning or low signal OR even an iphone not meant for that network due to it being an unlocked or international version on a different carrier therefore it cannot catch all the frequencies. the Iphone 4 is getting old anyway so you may not be getting as many frequencies as you could be. 4 rings is a network thing, not a setting in the phone... it isn't like a fax machine where you set rings... sorry for the bad news.

It could be that your selected ringtone is inaudible. Go into your settings and test the selected ringtone for calls. If you can't hear it, try another. Also check your ringer volume setting. It may be all the way down.
