Even with oven off the thermometer light stays on. What could be the reason?

Sounds like the thermostat control is faulty, the usual solution is to replace oven thermostat.

The oven does not cook the food, it only warms the food.

Two possible problems. If the oven has two or more elements for normal operation then one of these elements may be faulty. The thermostat may also be faulty and only heating to a far lesser temperature than required. The way to tell is turn the oven to a normal cooking temperature.
If the oven indicator light stays on all the time and doesn't cycle off then it may be an element problem, meaning that the oven can't reach the temperature setting desired.
If the oven indicator light goes off after a while and then cycles on and off then the thermostat is working correctly but the temperature may not be hot enough. You may have to purchase a small oven thermometer and check the oven temperature against the thermometer to get a better idea of what the problem is.

I have a Fagor 5H 196X oven and whenever I set the automatic timer it cuts off after 3 seconds and the automatic shut down symbol appears does anyone have any ideas

This problem could be confusion over how to properly program an automatic cooking function. First, you must program the cooking duration, then you must program the time of day you want the food to be ready. Sometimes customers think they need to program a “start time” and an “end time” versus a “duration” and an “end time”. Please, make sure you are doing both steps correctly. Also, you should be aware that this clock works on the 24-hour principle (military time). I know that sometimes this confuses people as well. If both of those are okay, then it probably has a defective clock. If that is the case, please feel free to call our customer service:

Fagor oven will not regulate its temperature, once

From the symptoms you describe, I would say the oven thermostat is faulty, and in need of replacement.
This is the control you regulate the temoperature with.

it is normal for it to stay on until the glass gets below 110 degrees it is for safety reason

My Whirlpool oven no longer heats to the set temperature.

Temp probe/thermometer inside oven dirty, or off attachment, or defective. On some models, a small screw head adjustment is provided to calibrate thermometer under dial knob. Else, I would just set dial 50 degrees higher rather than expense of new thermometer or dial.
