These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. I just worked on this last week 13 blinks means there is a problem with the backlights.So it can be 1 of 2 things bad inverter board( which costs less than $200) or the panel in which case you can thow the TV away as it will probably cost as much for a new TV.Unfortunately the set I worked on ended up being panel. If you try the inverter board just take your time removing it its plugged in rather tight I gently tapped it out with a screwdriver to get it started.

A service technician arrived at my home this morning and infromed me that 13 blinks indicates a bad LCD panel. His quote to repair it was approximately $500 more than the TV initially cost. I contacted Sony support directly, and they have agreed to replace the TV, since it is less than 30 days out of warranty. The KDL40V3000 has apparently been dicontinued so they are replacing with a KDL40V4100(factory reconditioned). I know this won't necessarily help others with the same problem, but if your warranty ended recently enough they will probably work with you to mitigate the expense.

Are you sure about the 13 flashes. Error code only goes to 8 flashes.

13 blinks is backlight error.. can be 1 of 2 things, 1st bad inverter board (on left side panel looking from back) it has several plug ins to the panel as it supplies voltage to the backlights.2nd could be panel itself as backlights are built into it they can't be replaced. Inverter is probably around $200 +labor, panel= buy new tv... they are outrageously expensive. Good luck!

It sounds like an Intergrated Circuit (IC) has fried. Even on a good day, this is not something you can attack at home. As a tech (and as an owner of that model samsung), I'd need a map & tools to know what's going on. Your best bet in this situation is to contact Samsung and let them recommend an authorized service center in your area. Sorry I can't be of more help, but this is a rather serious problem.
