The green light will come on if the charger does not sense a low battery. In other words, if you plug it into the wall, and not the scooter, it will still show the green light. It will only show a low charge (and charge the battery) if it is completely connected completing the circuit. My guess is that the battery is dead, and the plug is not all the way connected. Also, I believe the scooter has to be turned off to charge.

You have to make sure that the batteries are still good.
Take a volt meter and read the levels that the batteries are producing. If the levels are too low, then your batteries may have sat, unused, for too long. SLA (Sealed Lead Acid) batteries will generally lose their charge holding capabilities if you leave them in storage for too long without charging them.

It sounds like the push button fuse next to your charging plug. Push that in and try again. Otherwise it could be a wiring defect.
