A top-load washer tub is usually supported by four suspension rods. If one of the suspension rods becomes dislodged or breaks, the control board may stop the spin cycle several times to try to balance the clothes. Suspension rods will often come in a set of four and it is recommended to replace all four of the rods at the same time to reduce uneven wear.
When Kenmore HE Washer is stuck on Sensing Cycle and not proceed to the Wash cycle, most likely one of these 3 parts malfunction: Failed Water Inlet Valve or Inlet Valve Tap is in OFF position. Shift Actuator not able to change position, before Wash cycle. Control Board malfunctioned.

The control assembly does everything except temp. on most washers it tells the washer when to fill how much to fill when to empty when to spin etc. You need a new control assembly or a different washer.
