Flywheel spins but will not start after hitting a stump
You'll need to remove the top engine cover, their are several bolts around the bottom edge of the cover. Once you remove the cover, you'll need to remove the screen covering the center of the flywheel so you can gain access to and remove the center nut securing the flywheel to the crankshaft. You'll need to lock the crankshaft to prevent it from turning when you remove the center nut. You can accomplish that by engaging the blade clutch and blocking the blade with a piece of 2-by-4 about 6 to 8 inches in length. Once you remove the center nut you may what to remove the starter (disconnect the batter first) to prevent damage to the starter and to allow using a gear puller on the flywheel to remove it. There are a couple of types of pullers you can use to remove the flywheel; I've seen some people use brake drum pullers successfully. There are specialty pullers just for the job. Trying to ply off the flywheel is not recommended since it cant damage the flywheel or bend the upper part of the crankshaft. One you remove the flywheel, remove all parts and pieces of the key and replace with a new Briggs and Stratton flywheel key. Just reverse the disassembly process to reassemble and remove the piece of 2-by-4 blocking the blade and dis-engage the blade clutch, reconnect the battery and start your engine.
Remove the metal cover to expose the flywheel, remove the central nut securing the flywheel, use or borrow a puller to remove the flywheel. Remove all the shear key bits from the flywheel and crankshaft. Fit a new shear key into place and carefully slide the flywheel back onto the crankshaft. Tighten nut and your done. Take care not to over tighten the nut, you could damage the flywheel.

Its not THAT bad.
First disconnect the ground wire from the battery.
2. REmove the battery cable from the starter. Be careful that the inside nut on the post does not turn.
3 remove the plastic starter cover from flywheel shroud.
4 there are 2 vertical bolts that mount the starter to the crankcase. The outside bolt is fairly accesible. The inside bolt seems concealed. Remove the bolts. The inside one can be removed with a box end wrench. It is long winded and takes a minute. Once the bolt is unthreaded the starter and the bolt can be removed together.
Assembly is the same in reverse. The inside bolt should be placed in the starter housing first then slid into place.

No you dont need a new starter, the gear is stuck.
Try WD40 and gently free it with a screwdriver.

The solenoid does two things -- it closes an electrical contact to run the starter motor, and also pulls a lever to slide the motor gear up to engage the flywheel. Since the contact is closing, the solenoid itself must be OK, but the lever could be broken, or the sliding gear could be binding or stripped. Since you're looking at a probable replacement, try cleaning with compressed air, then squirting some WD-40 into the starter gear area - you could get lucky! Otherwise, you can replace the starter/solenoid assembly -- you can find replacements on eBay for about $80. Less expensive but more time consuming is to remove the assembly, disassemble, and replace just the defective parts if you can find them. Good luck! Please rate my answer if helpful, thanks.

underneath by the right side tire turn in the adjustment nuts on the brake rod. if brake is bad the disk will have to be replaced see a manual.
