We have an E 13 code on our Steamist keypad.

Manual says that the remote is for setting temperature.
When you turn on hot water spigot, tankless water heater will heat the water to the set point temperature.
If water heater is not set up to use remote, then tankless unit will heat to 140 degrees F.
"With the MCC-45-4US remote control installed the water temperature is adjustable from 96
to 180°F. The water temperature cannot be set to a temperature other than 140°F
without the use of the MCC-45-4US remote control unit. If you require a temperature
other than 140°F you must install the MCC-45-4US remote control unit."

"Error messages are displayed on the remote control units, simplifying service calls."

Page 9 of manual shows hot to set temperature using remote.
Water taps must be shut off to set temperature.
Circulating pump must be turned off.
"Simply press the H or C button until desired temperature is displayed"

If your unit is not working, the manual says to contact local plumber.

Timer will not turn water heater ON at set time, has to be done manually. However, it will turn water heater OFF at set time.

If this is new installation, check wiring. Hot and Load wires might be reversed.
Check that ON OFF trippers are both attached to yellow dial.

If timer worked fine before, and started missing recently, then tripper pins probably worn out.
Trippers contact mechanical lever, and push lever on-and-off.
Trippers are softer metal and designed to wear out before lever.
If lever is worn out, timer needs to be replaced, but try new trippers first.

How WH40 timer works:
Clock motor rotates dial.
ON-OFF trippers on dial contact lever.
ON tripper pushes lever one direction.
OFF tripper pushes lever other direction.
Lever moves electrical contacts together, or pulls contacts apart.
When lever moves on-and-off, manual override lever also snaps back and forth with audible clicking sound.

Using q-tip, add touch of white grease to lever where trippers contact.

Help! I can't get the water heater to go on! I KEEP TRYING to set the dial, but it's not working

If I understand correctly, you have the WH40 water heater timer.

If timer dial will not rotate, then use manual override to turn on circuit to water heater.
If manual override will not move back and forth, the tripper pin might be wedged against the lever.
Lift and rotate dial out of way.
If manual override does not click back-and-forth, then timer is probably bad.
If manual override clicks, but water heater does not turn on, then check electricity.

The water heater turns off and does not come back on except if turned on manually.

If this water heater is a gas heater and you have to manually turn up the thermostat each time to get the burner to come back on it could be gas control thermostat.
