I have tried to re-install another xp windows cd but it can't reboot
If you have dropped or banged your laptop, it maybe a simple fix.
You will need to locate the screw underneath that holds the CD/DVD drive in place.
Remove screw, remove drive try and boot laptop, if that works then either the drive is faulty or it was knocked loose, close laptop down reinsert CD/DVD drive, and try another boot.
Cheap fix is just to leave the CD/DVD out altogether, or try and source a drive on ebay, a smashed laptop my have working drive.

There is a latch that enables you to remove the CD drive needs to be pulled out.

Power off even it it takes a battery removal. Now check modular bays and remove then fully insert each device and retry power up. If same results, try repeating above with one of the modular devices removed.

Ok, this is a misworded error message on dells end. this laptop does not have a modular bay instead it has a locked in disc drive. Based on what i have seen on other dell laptops i would have to say the cd drive is going bad. To test this try removing the cd drive. Power the laptop on and push the eject button then power the laptop off. Flip the laptop overand there will be a screw to hold the drive in, this screw will be close to the center and will be the only screw in a square hole, remove this screw. Now if you followed my directions, you should have the drive out. Pull the tray out as far as it will go then grab the two sides closest to the laptop and gently pull it out. If you are having problems you can stick a flat screw driver in the square hole and push the piece of metel to the side to remove.
Now power the laptop on it may say something about there not being a cd drive(optical drive) if it does not say: "the device in the system modular bay cannot be identified" then you need to replace to CD drive.
I had the same problem. I took out the optical drive, and powered it on, and it worked. I may have to purchase a new optical drive?

remove any cd or floppy disks from the pc...reboot ..if the black screen reaper with the same message about the missing file ..you have to insert the windows instalation cd ...and repair..the missing file

sounds like your harddrive is not being read depending what operating system for windows its usually f8 to try and start in safe mode. if that does not work after you turn it on if you see a message at the lower left of your screen telling you to hit f2 or f10 try that. One should get you to a configuration screen take a look and see what your boot order is. Your HDD should be first but it can be disabled stange things happen if your computer getts unpluged vs properly shut down. I had a laptop once that suddenly could not access my modem after i tried to condition the battery turns out the factory default was for the infared port to link to an external modem keeping it from communicating with my modem.
