It might be an issue with the motherboard or Memory but still you can try for a power drain

Unplug all the cables from the tower,
then press and hold the power button for 30 sec

then connect the cable back to tower then try to turn on your computer

you need to get into your bios

Fan spinning hard is usually a CPU issue.
If you've made any hardware changes to your computer, undo them. This happened to me when I was trying to upgrade my Processor (CPU) and I had the wrong kind.

Try Hard reset remove all the peripherial and power supply connected to the Computer Tower No Mouse, No Keyboard, No Ethernet cable and usb device should connected to the Tower and then press and hold down the power button for 30seconds and then connect only mouse keyboard and power supply to the Tower it should resolve the issue if it will not than set up bench repair this is Hardware issue.
