Makes bubbling sound but doesn't steam

The clicking sound is given by the solenoid that turns on and off the iron element. Heating cannot be turned on, and the iron keeps clicking without making any heat.
The cause of the problem can be a defective solenoid, a broken contact, or an open thermistor (it will turn the solenoid back on). The oven must be taken apart and tested to find the fault.

Don't know this machine but if it has brass jets on the head stick a pin or a needle into them twisting while pushing in and out, some times these jet block up. other wise undo hose and blow through it hope I have helped in some way.

Using tips from previous commenter, Jason Collins, I thought to check for any blockage in the water flow.
Anyway, if you take out the water "tank" there is a black piece and a white/clear piece that are removable, I removed the white/clear piece and now it works fine! Hope it works for ya'll too.
