When engine recoils does damage to rope and recoil sring
Overrunning clutch powder metal hub becomes deformed with ballbearing impacts possibly changing release ability. Lube with ATF, including the felt wick. Also replace points with capacitor. Alcohol clean points when finished adjusting.
Sounds like your recoil clutch is dirty or frozen from dirt. You will find it under the rope housing. It is on top of the shaft. Remove and replace or clean and lubricate it.
