I had issues with another program and found that the existing folder was the problem. After I deleted it and rebooted and then installed again it worked perfectly.

I would Boot into "DOS" or to the C:> prompt WITHOUT loading windows, (from the same window that you enter safe mode from), and find the suspect files and delete them.  del <filename.ext>
