Why won't it start? new last fall started on second pull everytime. have filled oil, and gas, cleaned air filter, changed spark plug, made sure wire is connected. when I let pressure off of the wand does not seem like there is any pressure

You have a poor signal to the spark plug usually caused by a rusty fly wheel found underneath the pullcord casing. clean it with releasing ajent such as wd 40. common when not in use for a while.
SOURCE: wont start
tip a cap full of fuel in top of the carb to start intitially, check for spark as common fault is on/off switch, If no spark, link the 2 wires on on/off switch together.

You can try spraying some carburetor cleaner into the carb. If it starts for a minute, your carburetor need cleaning. When you added new gas did you remove the old gas first? Is the air filter clean?

You need to remove the carb bowl, then with a small flat screwdriver remove the jet. ( on the side, at the bottom of stem.) take a small wire or toothpick and clean the gunk out of the jet, reassemble and open fuel valve, start, and pat yourself on your back.

Fuel Starvation - Float Bowl Carburetor
1) remove air filter assembly
*be cautious of tearing the mounting gasket. If it does tear, you HAVE to replace it. It is part of the priming system
2) remove the float bowl fastener. This is the main jet
3) carefully remove the float bowl, the rubber o-ring/gasket will not be able to be used if it is removed, you WILL have to replace it
4) using a spray 'carb cleaner'
spray up thru the center of the carburetor
spray and clean the main jet with cleaner and 'tag' wire
(tag wire is very thin, and can be used to clean the hole in the center of the main jet)
5) clean any debris from inside the bowl or carb body
6) re-install bowl and center bolt, air filter assembly
*if you need gaskets, your Briggs dealer can supply. The kit is cheaper than individual gaskets, and all the parts needed to finish the above repair are in the kit.
