carb needs to be cleaned and rebuilt it is an easy fix. briggs carbs are one of the easiest ones to rebuild. when your finished rebuilding turn adjustment screw all the way in (but not tight) then back it out 1 full turn of the screwdriver...good luck

Sounds to me like you have overfilled your crankcase with oil.
Normal oil level should be to the second thread of the oil fill plug, or at the correct level on the oil dip stick depending on which one you have.
Anymore than that will cause you major problems, and cause it to spit the oil out of the carburetor, if it was running it would be blue smoke showing up.
Check your oil level...if not then it is a major piston ring problem allowing oil to blow by the rings.
