too much oil...drain it (all of it !!) and refill with "no more than" 2 qts...keep checking it as you fill...now...since it has been smoking, it will for a while until the oil residue in the muffler is burned out...also, replace the plugs...cleaning is no guarantee that they won't foul out...

I had the same problem and talked to 3 different techs. The only solution they would come up with is to replace the carb. I didnt believe this was the problem. If you have a fuel solenoid on the bottom of the float bowl remove it and just put in a float bowl plug that threads in. I just taped up the solenoid connector. It runs better than it ever did. I believe the solenoid gets hot and starts shutting off the fuel. I used a plug from a spare set of 1977 yamaha motorcycle carbs I had sitting around.Go figure. Hope this works

When the float in the carb sticks, it allows fuel to drain into the cylinder, that runs pass the rings into the crankcase. When the crankcase is full the pistons cannot go down, and the starter won't turn the engine. Drain all the oil gas mixture, and refill with proper oil. Replace float, needle and seat in the carb bowl. Throughly clean fuel passages, and bowl. If motor won't turn, remove spark plug and turn over engine a few times to remove gas oil mixture from the cylinder too.

If the mower starts and continues to run after injecting, you may want to make sure the choke is working properly. If the choke plate is not closing all the way, it will make cold starts difficult.
