To contact a camera, you need a correct working camera app. If the app you try to use does not work, reinstall the app, or choose another app from the App Store.

Oops I think the only way to get it work is a reset of the camera. Before you do, backup all data. If a reset does not work, I think you should go back to the store where you bought the phone and ask them. I don't have the manual of your phone at hand, so I can't help with the reset! sorry
its a tablet the manual is no help and I bought it from Walmart they don't have a clue.

Sounds like a boot loader failure
1. Power off the device. (Make sure to plug in AC power.)
2. Press and hold Volume Up(+) button and Power button at the same time for 5 seconds, and release both buttons to enter system recovery utility.
3. Press Volume button to select " wipe data / factory reset " and press Power button to execute
4. Press Volume button to select " Reboot System Now "and press Power button to execute
