If your original blower burned up, or if the original resistor failed, it is likely that some of the wires leading to the resistor and blower BURNED slightly in the process, and will need to be replaced all the way back to where they connect to the fuse block. (The wires may have been pinched or otherwise damaged somewhere, so they no longer carry the amount of current required, causing the resistor to fail due to a low-voltage over-current condition.) Sadly a failed resistor can also burn the motor out. Check the windings of the motor (via the connector) using an ohmmeter to see if it is still good.

Did you repair the resistor yourself? if so are you sure the contact to the board is good, I am presuming that is was soldered to the circuit board, please clarify??
If the resister is good and still no power like you mention then there must be a break either from the blower switch to the blower or a contacting wire from the switch to the blower, lastly is the fuse the correct amp for the blowers? if it is to small it wont function if it is to big it might ark out.
