Twitter is not getting hacked. Therefore, someone has your password. Go change your password to your twitter account and any of your email accounts associated with it.
Now, to prevent them from getting back in you have to think of how they got your password in the first place. Either its someone you know that saw your password, or your computer has a virus. Fix that.
Its hard to hack Twitter Accounts but if you really want to then you will need BackTrack to hack the Victims Email 1st then head to the and then use it to change the twitter password through the "Forgot password" Help feature on Twitter as they will automatically send you a reset link so you can change the Victims password
