might be that the water level in the tank is to low. if both buttons release the same amount of water then you have to increase the water level in the tank by adjusting the height of the floater on the inlet valve. look inside the tank and there should be a WL mark meaning water level should be set to this level minimum.
Follow gas line from tank to carb. Observe bottom of carb. Remove screw holding carb bowl to carb. Clean bowl. Pinch off gas line with pliers. Ensure float falls down easily. Float up no fuel flow, float down fuel flow. Observe screw that hold carb bowl to carb, see if it has a whole thru it, clean with small wire, bread wrapper works good. Observe center fuel port, clean with wire. Remove pin that holds float and meter needle, clean port with wire. Reassemble. Ensure air filter is clean, oil is full, 30w oil, spark plug is clean and properly gapped. Replace air filter and spark plug once a year. Empty old oil out if any grey is observed in oil, this is moisture, can accumulate after winter storage. Clean out side of carb with carb cleaner to ensure choke can rotate freely. Always use Stabile in gas.
All newer mowers have a low oil shutoff.
Hi. Remove the float bowl nut and cleanout the hole the float bowl nut screws into. Also clan out the side holes in the float bowl nut itself. There is debris in the bottom of the float bowl tht is restricting fuel flow. Pretty simple fix. Just make sure that you have the bowl gasket aligned when you re-install the float bowl. Otherwise it will leak fuel.
What has happened is that there is debris in the Jet orifice in bottom of the carb. You will have to remove the float bowl by removing the 4 mounting screws and the bowl nut.
Once you have the bowl off the Jet / Orifice is located in the very bottom of the carb. It will be recessed about 3/8 inch inside the ventrui. It is BRASS. It can be removed with a flat bladed screwdriver. When you get the jet out hold it up to the light. You should see a pinhole in it. No light.. JET is clogged. Just clean it and reinstall it.
After you have cleaned the jet... take a look at the bowl nut. There are 2 holes in the side of the nut assy that must also be clear. Before you re-install the float bowl turn on the gas and gently lift the float \ensuring that fuel flow stops. Then as you let the float down it should pass fuel.
If you do not have fuel flow at this point then check the gas tank outlet for obstructions. Once you have established fuel flow reinstall the float bowl, nut and mounting screws.
It should work just fine after this.
A word to the wise.... DO NOT disconnect any linkages unless you have to...! Take a digital picture of the link connections BEFORE you remove them. Thrust me you will be glad you did!

Remove the oil bowl by lifting the bowl straight up out of the plastic exterior. To replace oil bowl, be sure the brass guide post (between the 2 electric prongs on the bottom of the bowl) is aligned properly with the center hole of the receptacle in the bottom of the housing. The brass guide post should guide the electric prongs into the correct position. Firmly press on bowl to ensure it is positioned properly.
