Code 31 seems to be a driver issue. If you don't have a CD you can download the drivers for you PC from Dell using the link below. http://h10025.www1.hp.com/ewfrf/wc/softwareCategory?cc=us&lc=en&product=3377259
click start control panel administrive tools computer management device manager scroll down network adapters + expand Ethernet driver if you see a yellow ? ! question or exclamation mark or red x means you need to install/update driver right click to install driver
the driver could be on the motherboard disk or the one supplied by your ISP internet service supplier or you might need to download it
