Something is wrong with the blades mechanism - it opposes too much resistance to the motor and the motor can't deliver enough torque to compensate so it boggs down.
You will need to inspect the entire mechanism and look for rusted and/or seized parts. Also check the belt and its tensioner for proper functioning status. Also check the clutch for loose friction pads .

These symptom point to the engine speed being set too low.
If adjusting the engine speed does not help, check to be sure your mower deck isn't too low. Also, the chute could be blocked.
Most probably the engine speed should be set higher.
