Bought an iPhone 4, screen locked with passcode unknown, and synced to icloud

You need to restore your iphone to bypass the passcode then you will have to bypass the icloud activation by following one of the methods mentioned in this link :

PS : by bypassing the icloud activation screen your iPhone wil become an iPod with no service , the only sollution is to wait for DoulCi Team to make their server on again

OK, there is one question first: What IOS do you have installed?
If you have IOS 7.X.X the easiest way is to ask the previous owner for the password. IOS 7 and up have a security measure in which to erase or delete data, first you must turn off Find My iPhone from the settings or from the iCloud website. If there is no way to contact the previous owner, then you must downgrade the firmware and jailbreak at the same time using Redsn0w. There are tutorials on YouTube how to downgrade it.
If the iPhone is on IOS 6 or below, just restore it with iTune, this will wipe all data and factory reset, making it as brand new, giving you the chance to set it as New iPhone in the set up process.

From the Apple Support site ...

Use restore your device as new or from a backup.

  1. Disconnect all cables from your device.
  2. Turn off your device.
  3. Press and hold the Home button. While holding the Home button, connect your device to iTunes. If your device doesn't turn on automatically, turn it on.
  4. Continue holding the Home button until you see the Connect to iTunes screen.
  5. iTunes will alert you that it has detected a device in recovery mode.
  6. Click OK, then restore the device.

If your iPhone 4 is brand new, you might wanna restore it to remove that passcode. This is what you need to do:This is how you can recover your device:

  1. Plug/connect your device to a computer (PC or Mac)
  2. Turn it OFF
  3. Press and hold the POWER and HOME buttons together for EXACTLY 10seconds
  4. Release the POWER button but keep holding the HOME button until the computer beeps indicating that a USB device is recognized.
  5. Open iTunes and restore your device.

After the restore is complete, please do not choose restore from backup, rather, choose set up as new device.

You can just sync all info after that.

If you don't get it at first, try holding the buttons for lesser time or see the other procedures and some screenshots on my tip (link below):

You need to do the following steps to be able to bypass that lock and restore it on iTunes:

  1. Plug/connect your device to a computer (PC or Mac)
  2. Turn it OFF
  3. Press and hold the POWER and HOME buttons together for EXACTLY 10seconds
  4. Release the POWER button but keep holding the HOME button until the computer beeps indicating that a USB device is recognized.
  5. Open iTunes and restore your device.

Warning: Restoring will delete all data on your device including the jailbreak and unlock, but this is the only way for you to recover it.

With regard to your situation, the only way is to restore the password with iTunes or iCloud. Just follow below steps.

If you have synced your iPhone with iTunes before you forget your iPhone password, you can reset your iPhone by using iTunes without losing data. Through iTunes, you can restore your iPhone from the last backup and remove the passcode from your locked iPhone while retaining your data. If iTunes asks you to enter the passcode, try another computer. Otherwise, you have to follow the reset iPhone Passcode with Recovery Mode section below. The following steps will show you how to reset iPhone password with iTunes.
Step 1. Connect your iPhone to the computer with via a USB cable that your iPhone has trusted.
Step 2. Launch iTunes. If you've synced your iPhone with iTunes, then no "enter password" is required.
Step 3. iTunes will automatically sync your iPhone and create a backup file. If it doesn't, you should sync your iTunes and create a backup file manually by in the Summary window.
Step 4. In the Summary window, you can see the option "Restore iPhone". Click it and follow prompts to choose the latest iTunes backup to restore your iPhone.

After the restoration process is complete, your passcode will be erased and all your data will be restored from your backup. You will now be able to access your iPhone without any passcode. And you can set your new password on iPhone.

How can I unlock a passcode?

If you repeatedly enter the wrong passcode, your iPhone will be disabled for longer intervals before you can try again. After too many unsuccessful attempts, you won't be able to try again until you connect it to the computer with which you last synced it [if it has been synced to a computer].
Note: You can configure your device to erase itself after ten consecutive incorrect password attempts. This setting is off by default. It can be turned on by tapping Settings > General > Passcode Lock.
If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it [or iCloud]. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present.
Please also note that Apple representatives can't unlock an iPhone for you without restoring the iPhone, either. The restore process will erase everything on it.
Apple's official instructions to restore an iPhone with iTunes are:
  1. Connect your iPhone to your computer [that you have previously used to sync the device].
  2. In iTunes, select the iPhone in the "devicess" list, then "Summary" at the top of the screen.
  3. If iTunes doesn't automatically synchronize your iPhone, do so manually [and confirm that the sync and backup were successful.]

  6. When iOS Setup Assistant asks to set up your iPhone, choose "Restore from iTunes backup."
  7. Select your device in iTunes and choose the most recent backup of your iPhone.
After this process, your iPhone should be restored with the information from its last backup, but it no longer will have the passcode enabled. It would be wise to think carefully before setting another passcode or using the passcode feature again.
