An owners manual will only tell you when to and not to operate the out door ac. And give you some maintenance tips.

A technical manual will have a wire diagram maybe a mollier diagram or other diagram for recommended pressures and temperatures and maybe some trouble shooting tips (but not likely) on things like checking power in and thermostat settings.

If you are sure of the power then ya have a control problem thermostat set correctly? could be open low pressure switch I would call for service. Tom
