Unfortunately, there is no user software to "unlock" your Vx520. You would have to send it to a repair facility like TheMerchantMart.com, they have a very quick turn around and low price.
you then will have to select a Menu Mode, which one depends ENTIRELY on what program is in your terminal....i.e. Who your Credit Card Processor is. You should contact their cust support for assistance in programming that terminal correctly.
Verifone has a built in safe-guard against tampering. There are certain things that can cause the new Vx Series of terminals to display this error - from someone actually tampering with the terminal, to a physical drop or jarring of the terminal.
I hate to be the bearer of bad news, but the ONLY way for a terminal to be unlocked when displaying "Tamper" is to send it into an authorized service center. I have many of these devices in the field for customers and have dealt with this issue a few times - unfortunately, that's the only way Verifone set it up for this error to be resolved.
