You have a screen saver of some kind in operation. It's normal. But it can be adjusted to your personal settings. Just go to the settings and screen saver options.

Most likely cause is a fault on the motherboard. The graphics processor may be faulty or the solder connections from the graphics chip to the motherboard may be bad. This is not something that can be easily repaired and usually requires a new motherboard.

Otherwise you will need to buy a USB cable for the phone that will connect to your computer to get the files off the phone.

When you download the T40 device drivers from the IBM/Lenevo WEB site make sure you select your model laptop and, they need to be the XP or Vista versions of the drivers you need.
When you run the driver programs they will be unzipped/expanded to the hard drive in a folder c:\drivers. Then you need to open the various folders and run the setup programs to install the various drivers.
NOTE - The T40 series laptops come with various different manufacturers devices (eg. there are a few different wireless model LANs) and if one version driver doesn't work you need to install a different one. It is a bit of trial and error to find the right one
