The circuit board wash cycle section is independent and aligned with the timer circuit, thus the Wash Cycle Controller has failed. All of the functions or options are one the one board and a replacement board needs to be purchased and installed.
Please confirm if the power was restored. Now If so then you can turn it off once again and wait for few minutes before switching it ON. Tap on sides while the machine if switched off to confirm if any coin was lodged while the power was off. If this is struck within you will need to remove the covers to clear the mechanism and reset the sensor action. Also check if there is power supply within the unit for the functioning of the control board.
It is possible that presence of moisture within the START button can trigger the cycle to continue as it keep the processor to continue the wash cycle,Hence you must remove the panel and board after disconnecting the wiring harness and use a hair dryer to warm off any presence of moisture on the panel and board. Possible that the inlet flow is low , check the inlet valve and filter. Also try using the manual settings and if all the cycle works well then it is possible that the fault is with the controller unit or a possible errors from the level controller or the inlet valve. It is best to remove them , check reset after cleaning.

The spin function is normally controlled by water level control switch not allowing operation until all water is pumped out,rinse should activate water valve to add clean water,if machine fills ok initially the problem seems to be in the controller not activating certain parts of the normal cycle.
Is your washing machine is manually operated or programmable type?
If programmable have it check by the technician or better yet bring it back where you bought it and use the warranty (for your new one)
If it is manually operated, see if the controls are wet, sometimes short circuit is the main cause of the unit not functioning correctly, have it dry the try to use it again
