Kenmore Elite Bottom Freezer Refrigerator Model #795.77562600 is not cooling refridge and freezer is not as cold as it should be, back panel is frozen. any ideas?

I went ahead and signed up for Sears' service warranty since I knew I had to get someone to come out.  IT costs $200/yr.  They say it covers everything, but when the technician came out, he told me that it just covers $500 per visit.  He said that a new motherboard and the labor alone was going to make it $498.  Anyway,   he had ordered a new motherboard. Apparently the motherboard wasn't working.  It is located in the back bottom left side of the refrigerator behind the panel.  There is a compartment on the lefthand side that slides out and houses the motherboard.  He put that in and also had to fix the fan that is in the back of the freezer.  That fan is the one that sends cool air up to the refrigerator part. When I had looked at the fan before the repair man came, it was not moving at all.  So at least take a look at the fan in the freezer.  Just take out the freezer drawers, and the fan is located in the top center of the freezer behind the compartment cover.  Maybe that's the problem with your refrigerator, the fan.  Hope that's all it is. your problem is still poping up even though it was resolve already. i guessed you should rate a technician in this form as to delete the work from the list of jobs to do.. i am on the way to solve it but you had it solve with a real technician.

If this appliance is new, I would suggest to contact the vendor or manufacturer and ask them for in home service.
It could be the thermostat that might be not working properly or not set properly.
Check the user manual for more info on the thermostat settings.

This could be that it is out of balance. Set the temperature settings to midway. This control can easily get the fridge temp out out of balance if over adjusted. If you already have the tmp control at midway then you need to make sure there are no obstructions to the duct that carries the cold air from the freezer to the fresh food section to cool it. Check for ice buildup or any kind of blockage. Let me know what you find.

first off unplug ref and melt the ice with a blow dryer.then check your defrost circuit,it is easier to check with the ice gone.
