Be sure the throttle cable is routed correctly and is not being stretched. When disconnected from the carb, does the inner throttle cable operate freely? Lubricate it. Also check that the cable connections at throttle and carb are seated properly. Does the slide move up and down freely? Remove the air filter and twist the throttle while looking inside the throat of the carb. LIGHTLY seat the throttle screw and the air screw then open each of them one and one half turns outward.

Can i take apart the lower part of my briggs and stratton to repair my govenor?

Are you saying that it surges at full throttle and wont idle down or shut off? If so it is likely not a governor problem. Surging is a lean condition. Some models, particularly yard machines, will surge no matter the adjustment unless under a load. If it were a governor issue it would run faster and faster beyond full throttle. IF it wont idle down check the throttle control and throttle linkage and check for a sticking throttle shaft before suspecting governor. Not shutting off could also be in the throttle control. A ground clip is in the control. if the tab is not engaging the clip or the wire is not connected then the motor will not ground. Check those things before messing with the governor, especially if the machine was running good and no one has messed with it yet. Governors don't just come out of adjustment by themselves.

My chainsaw will run only full throttle and when you let of of the trigger it wont idle it will die

Hey on the carburetor there is 2 mixture screws 1 is for idle up to 1/4 throttle the other is for 1/4 to full throttle the one for idle is closest to the engine. screw it all the way in then unwind it 1 turn. The screw the furthest from the engine screw it all the way in then unscrew it 1 1/4 turns Try to start the saw with just a little throttle. this setting is pretty standard. When you get it to idle then rev the saw and it cuts out as it returns to idle it's running to rich. Just adjust the screw in a little say 1/8 at a time. When it's to lean as soon as you throttle on it will stall. If you have no luck with this...you have a air leak from the carby gasket or the bolts are loose or a blocked exhaust

Stihl ts410 wont take high revs

after some use the screen inside the muffler gets plugged with carbon and blocks the exhaust flow try and run it with out the muffler they are made to open to clean the screen off

Motor wont rev up when starting cold with choke on trys to run on idle but will not rev up

the motor wont rev high on choke.the motor is suppose to fire once on choke. then turn the choke off.pull the start cord and the motor should start and run.check that the throttle conrol is on full. it should run fine.

Idle problem. the bike wont stay idling, i adjusted the screws to 1.5 turns out, and tightened the throttle cable coming from the throttle and still doesnt idle without working the throttle.. timing maybe?

The timing is factory set and doesnt change, does it have the idle screw? I assume the one you adjusted is the air mixture screw at 1.5, you shouldnt adjust with the cable as it might cause the engine to rev on full lock, it needs a small amount of freeplay

Wont idle properly.

vacuum leak.....get some carb cleaner an when you can get the bike to idle somewhat normal spray around hoses and intake manifolds...if idle increases that where the problem is.
