SOURCE: the pull cord is stuck?
take the flywheel cover off and see what has it stuck.if it is the square nut that the rope pulley goes on the it needs some oil put in the hole on the end of it.it should turn to the left and not turn without turning the flywheel to the right.once you have it where it will turn easily to the left it should pull the pull rope back in after the engine cranks.if the flywheel won't turn to the right then you have a locked up motor.

I have a RY60512 and it did the same thing I removed the starter housing assembly and sprayed the inside with a lot of WD40 and worked it around and manualy rewound the cord by sticking a small skinny screw driver into one of the molded holes and just kept working it untill it started to rewind. I discovered that it filled up with water and the spring got rusty it takes a little bit of doing but finally got to work .also there are two spring loaded dogs that catch on the engine that needed to be WD40 as well. through research I discovered that the starter housing assembly is the same for both models and are still available.
