This occurs in all cycles. The basket will fill properly. At selected level, motor activates, hums and does not even slightly turn. Basket can be turned, and pulley below turns, but motor does not. Tranny can be turned by hand. The motor, if left to hum, ultimately trips circuit breaker at wall panel. Bad motor/brushes? Relay problem?
Probably something stuck in Pump not letting motor turn

this is a water pump sometimes old socks and or clothing or material get stuck in this pump take apart look in side to see if clogged
if clogged with material get a long needle nose pliars and i mean long and pull materual out it will be tough 2 people one holding one pulling the material pull it threw the inlet direct back out the way it went in it wont come out the other outlet and remember theres always replacement pumps if theres something stuck inside there at good prices
what you described at the top had happened to me and i had to pull the pump found out one of my kids socks was in there i pulled it out with needle nose pliars put back together and washer worked since then
