Sounds like it is trying to boot from the disk? If you have a floppy disk in the drive take it out and restart If still not wiorking it probably needs a new floppy drive.
Is because is similar to old tv's. You have to take it out the screw exavtly below the monitor, there is a hole you should introduce a allen key 3 mm .after you take it out the screw uou are able to take the monitor out and move the tv controls on the board, brightness and contrast until you have better image.
