Motor will only run with choke on only. As soon as you switch the lever over to run, the engine dies as if you put the choke on.
If you put a rag over the front of the carb intact the engine runs a lot better
Float is not sticking and needle valve has been checked

if you are running the engine at full CHOKE, then it is flooding the engine, but if you meant off full choke, then the carb is still stopped up. Try soaking in carb cleaner overnight after removing jet & all rubber goods. HOPE THIS HELPS.
check the reset-- if power to reset line, switch bad if no power -check feed out from generator if no out put then possible internal problem --winding or short
Fresh fuel? Does carburetor have adjustable jets? Turn the high speed jet (at bottom of float bowl) about 1/4 to1/2 CCW (looking at bottom of bowl). If no improvement, carburetor should be torn apart and cleaned. This also applies if there are no adjustable jets. Is there a fuel filter anywhere?
high speed jet is varnished, by restricting airflow your forcing the engine to draw more fuel through a partially clogged jet. will not hurt the motor, but it will worsen the fuel consumption until you clean the high speed jet. if i was you once i had it apart i would go ahead and clean the entire carb. generators are bad about doing this because they get used so sparatically

how old was the fuel in the tank and carb bowl? This could have built up varnish and make the float heavier
Another issue that my customers bring in are 4 stroke generators that have 2 stroke fuel put in tank.
There is a little tab on the plastic lever below the metal of the air cleaner mount. You have to line up the tab with the slot on the mount and pull/pry straight up. You may also want an E5 torx to remove the carb studs.
A call to Elliott Small Engine solved my problem - Oil Guard. I had checked the oil and it was just a little low but seemed well within the normal range. I was told to add more, bringing it just over the Full mark. It seems that the low oil protection system is very sensitive and shuts down the engine even when the oil is withing 1/8" of the mark. I added about 2-3 oz of oil and no more problems
