Are you sure the replacement tube is a good one? If it had a shaking in transit it could be internally damaged.

There is two basic circuits; one uses an electronic inverter to produce the high voltage necessary to ionise the gas in the tube and the other uses a choke and starter.
The lamp has a heating filament and a cathode at each end. The starter closes a series circuit that includes the choke, starter and filaments. The filaments will glow and heat the cathodes for a predetermined time when the starter will break the circuit and the sudden collapse of the magnetic field in the choke produces the high striking voltage necessary to ionise the gas in the tube. Once a current flow through the tube is established the choke limits the peak current.

If it is really a bulb not a tube, the starter is usually part of the bulb base. Starters don't do anything once the fluorescent tube (a bulb is just a coiled up tube) is lit and running.

Although newer fluorescent fixtures have built-in starters or no starters at all, most older lights have an easy-to-change, visible starter. It is a small, silvery cylinder that plugs into one of the tube holders. 1) Shut off the switch. 2) Remove the tube. 3) Give the starter a quarter-turn in a clockwise direction, and pull it out. 4) Plug in new starter, giving it a quarter turn counterclockwise. 5) Replace tube. 6) Turn the switch on.

If an old tube still flickers after it has had a chance to warm up (or after you've warmed up the room), rotate it a couple of times in the tube holders. Try cleaning the tube's end pins. If it still doesn't work, replace it. If only the ends of the tube glow, either the starter or the ballast is defective. Replace the starter, then the ballast.
