It will not fill and it leaks water (does not leak when i fill manually with a hose) and leaves clothes SOAKING WET after spinning

two possibles here, if the drain pump is clogged and therefore the unit will not go into a spin. After pumping, it will error out and just shut off. If the pump is ok, then the motor control unit has failed.

Sounds like a slow drain. Recheck the drain hose if it looks ok get a bucket to put the hose in to see how fast it comes out. If it comes out slow the drain pump impellor may be broken.

Your drain pump has something lodged in it. Remove drain motor, open it up and inspect for obstruction. remove it then reassemble.retrywashing cycle.

the water comes out fine and it spins fine now i cleaned the drain plug thing.
I am unable to get any information on NW961 model washing machine. Please confirm if it is not NW691? In general if it is a front loader then the leak is coming from the point where the water inlet hose is connected to the detergent compartment. The hose clamp is fallen or loose and causing water to leak. On the other hand if you are not hearing any water come in then the inlet valve is faulty and not letting water get in. The leak might be coming from the faulty inlet valve. Things are a bit different if you have a top loader.
