carb dirty, jets partially plugged, float sticking. Not so uncommon problem and is caused by the fuel left in the carb over the winter gumming up (going bad). You can attempt to clean this on your own if you are somewhat mechanically inclined. Search small engine repair and it will give you a generic breakdown of the parts in a small engine carb. If not the, to have someone overhaul a small engine carb will run you about $120 including parts (at least around VA).

I have the same engine on my craftsman. there is a yellow cap on the opposite side from the oil filter. It's located low (for obvious reasons) near the frame. You will need to: remove the cap and connect a hose in order to not create a mess. (the tube was provided with the manuals when purchased) No oil will come out yet at this point. The oil starts to flow when you push in and twist the connector that the hose fits on to.
This was my first experience needing to use a hose to change oil, but it wasn't too bad. Have some paper towels handy though just in case, lol.

You have a bad switch, i just had the same problem. One of your safety switches is grounding the coils so it wont start. there are 4 of them. One is under the seat, one is on the break pedal, one is the pto switch and the final one is the ignition switch.
