In device manager device driver has yellow mark on it i tried all drivers no luck
Check with support.dell.com for the drivers, but there may be another issue with that machine.
The Optiplex 260 has a 97% failure rate due to some bad capacitors which were sold at the time. Pop open the case and look for swollen or leaking capacitors on the motherboard - this may be the actual issue. These can be replaced at an electronics repair shop or by swapping out the motherboard.

If you are getting a code 28 then you will need to download a new driver on another computer for the network card. If you have a wireless adapter that you can connect to the computer and your router has wireless capability then that could work as well but you will need to get a new driver on to that computer some how.
Finding the driver will be easy though. You can go to the computer's manufacturer website, or the website of the network card's manufacturer and search for it there. Shouldn't be too hard to find but if you can't find it let me know and I will get you a link.
