On 2002 olds Intrigue, installing new horns but as soon as wires are plugged in horn honks . Removed horn fuse and relay but horn still honks .when pushing horn button ,with no horns, the relay clicks

You may have wires that have become crossed. The wire to the horn and a hot wire have probably lost the outer insulation and crossed each other causing the horn to start honking when it is connected. Check the wires with an electrical tester.

My horn will not stop honking only when I turn off the car.

you can find any horn honking, with your ears, use your steroscopic
hearing to find it, its in the grill area , the behind head lights or below
radiator in most cars, you can find it. and unplug it.

its blowing for these reasons.
1: horn relay stuck
2: horn switch stuck.
3: security system is unhappy.

Horn started honk when the start button is pushed

bad horn switch or security system when nuts.
you will need the FSM to diagnose this, complex it is.
owning a hybrid means , close by toyota mechanics. all the time.
complex to the extreme. read the FSM , it NY telephone book sized.
be the first clue.

but can be diagnose. we look at the 2 inputs to the horn relay
is either active, at horn honk time
if its the horn line then its bad
if its the security system that is bad.
if its a PITA, pull the relay. end honks for ever. or horn wire.

The horn in my 1999 dodge stratus keeps honking

the reason it is doing that is either the pad on the steering wheel is shorting as if you are pressing on it, or the clockspring under the steering wheel is shorting to ground. there is a horn relay in your fusebox inside the cabin; you could disable it there by pulling out the relay. don't pull the fuse because it carries other circuits as well. I couldn't find the exact relay position, but just feel them with your finger while someone honks the horn; the one that's clicking with the horn activation is the one to pull out. I can get you the layout of the fusebox but you really don't need it for that.

for th horn to honk there has to be a live going to the switch ul find the fault to be a faulty switch setting it off
