The E16 error indicates a problem with the incoming water to the dishwasher. There are a few possible causes. If no water enters the dishwasher, make sure that the water supply shut-off is open. Next make sure that the supply hose is undamaged and isn't kinked. Replace the hose if it is damaged. Check that the water level float isn't blocked. If debris or a loose item got under the float, it will cause the dishwasher to keep the washer inlet valve closed to avoid flooding problems. Test if the dishwasher runs properly after checking the hose, opening the shut-off and cleaning under the float.
Check that the anti-flood switch hasn't detected a leak under the washer. This will also prevent the washer inlet valve from opening. Make sure that there are no blockages in the spray arms or between the pump and the spray arms.
If the above items are not causing the problem, then the inlet valve may have failed in the closed position. Replace the valve. The other possibility is that the door closed switch fails to detect that the dishwasher is closed. Checking this switch requires opening the inside of the door panel. If it is faulty, you'll need to replace it.
