There are two ways to solve your problem:
1. Closing your Paypal account:
Log into your paypal account.
From the second tab from the top, click Profile
Click My Settings
You should see a link that says Close Account on the right of the page
2. Cancel your Skype subscription:

Hi , do you remember your logins on both accounts , you can close them by clicking customer service on thr top right , then you can always call them and close the accounts you can find the number on the paypay home page ......................goodluck Roy
