Try to enter your boot screen, usually by pressing F8 when booting up. Then go to your boot priority list and make sure it is booting from your hard drive. I'm not a fan of e machines, it is very possible that the power surge caused some memory or physical errors.

Try turning on the computer in safe mode and turn on the computer by pressing f8 and see if that works. check in the bios if the cd drive is detected make sure that the disk you put in cd drive is a bootable disk
Make sure you fixed the HDD properly..In some cases you need to push a little harder. See if any pins had been bent, if so straighten it, without breaking it.
If you have a VISTA DVD, please insert it, and use the BIOS to boot through your CD. Then, when the VISTA installation comes up, press repair. Restart, and try again. Please report back.
