This is maybe telling your HD is faulty.
First thing is power down, remove HD as per instructions (user or service manual), and replace HD and see if it boots. If does, immediately make a full back-up the HD.
If it does not, there are several options, even excluding Toshiba's exclusive ones. If you had, or made subsequently, recovery CDs/DVDs use them. You will lose any data on your HD. Toshiba support might be able to send you some for a price or maybe even for free. You might even even be able to access recovery procedures/software through the BIOS. Boot into the BIOS by tapping frequently on certain keys during start up F1, F2 F8, F10 F12 esc I don't know is right for the NB520. The manual will say. Toshiba support might be able to help with the whole situation actually. The correct key might appear on the logo screen on power-up. Also on this screen which will only be on be on view for a second, there may be information on which key to press to initiate the recovery process. Once in the BIOS there might be an option for recovery.
From the BIOS, you might also change the order of the devices in which the computer tries to boot from if necessary. You might try a windows or even DOS bootable CD to enable you to look at your system, or having made a Linux CD or USB flash drive, use that to further investigate your system and copy some of you data to another device.
If your HD is completely U/S you will have to buy a new one, use whatever recovery media (CDs) which came with or were made from, your original HD and contact Toshiba Support. You will also learn the importance of back-ups. Or you could buy another laptop.
