Does the fuel line have a filter? It sounds like the float in the carburetor is running out of gas. Sludge builds up and the deposits on the needle seat will not let the flow of fuel to be metered correctly.Drop the bowl down off the carb and check for junk in the bowl. Check to se if the float is set at the right setting. Little pieces or rust in the bowl will be sucked up into a jet and plug it up and stop it from running. Do not leave gas in your mower over extended periods of time, this is the cause of sludge and rust build up in gas drawing moisture.

The carburetor on the newer models are fixed and not adjustable. This means that they very prone to dirt and water build-up issues. the most common problem is the float bowl gasket. the easiest way to tell if your gasket has gone bad is if you are having problems with the primer plunger. the primer actually adds air pressure to the float area which forces fuel up the siphon tube to in effect inject fuel into the throttle bore. my guess is that you didn't drain the fuel in the tank and the carb bowl when you put it away and it has deposited dirt and varnish in the fuel passages. try a gasket kit if that doesn't work the carb needs to be replaced. sorry to give you the bad news
