You could be using powdered detergent which does not dissolve well in cold water.

Check out this you tube. Had the same problem today. Tipped washer on its side and replaced coupler between motor and gearbox. Parts are about $15
This is a good diagnosis video.

SOURCE: Kenmore Washing Machine - no cold water coming in

most likely cuase would be the inlet valve
you would need the complete model number to make sure you get the right part for that unit.

SOURCE: top load Kenmore 800 washer will not fill with water

OK - I have a solution to my problem with this washing machine. Nothing would work except for one of the spin cycles. I thought it was the main switch - the cycle selection and start switch - but I was wrong. The service tech replaced the switch behind the fabric softener. It's the switch that controls the water levels. Part # W10292584. Our government is forcing the manufacturers to put controls on the washing machine to save water. It's a bad idea and is causing lots of problems. Tech says he's replacing them on a regular basis. Less than $100 if you do it yourself. Hope this helps.

SOURCE: Kenmore Stackable washer/dryer Model #11088752793, won't heat

Hi,
Either the elements have blown, or it could be a device called a thermal overload which has popped. (There may also be a loose wire which connects to the heating elements). Have your drier checked out by a good handyman or technician.
Best wishes,

Top-Load vs Front-Load Washers - Things to Consider

The traditional top-loader is more comfortable to load and cheaper to buy. High efficiency washers in top-load or front-load models are much more expensive but are water and energy savers, with front-load models having the best energy ratings. Front-load washers have a better spin which leaves less water in the load causing less drying time. High-efficiency models require low-sudsing HE detergent due to low water levels and they require a little more care. They also have more cycles and convenience features than traditional top-loaders. Warranty periods generally are a year regardless of washer style.

All my dark clothes have soap deposits on them and clothes seem exceptionally wrinkled when I take them out of the washer.

If load is wrinkled the load may have set in the washer to long it is recommended to remove wash as soon as it stops or the load was too large for the washer capacity. Loads must be balanced and move freely during washing. Also using too much detergent could cause the deposits on clothing. Using an he ( high Efficiency) detergent might help. Using delicate or another cycle with low spin speed will reduce wrinkling.hope this helps

White streaks on dark clothes after washing.

Reduce the load !!

You are getting white streaks because the clothes are so compressed the machine is not agitating them correctly.

My daughter gets the same problem and she still insists on packing the clothes in.

My wife washes the same clothes for her with the right load and they come out fine
