Most likely that is not the case. Battery chargers that are not really old have current sensing and dont switch on unless there is a load attached to it. A totally dead battery wont be seen by the device and it wont charge it.
I would check Mcmaster Carr online and search for part # 7178K14. This is a pair of 200 amp clamps for around $8.00. I use this business all the time. They ship really really fast. Good luck
