Clicking sound is the contactor engaging to start the outside unit. Check for a burnt off wire at the contactor. For some reason you are not getting power to the outside unit. If you find a burnt off wire shut off all power to it then remake the connection at the point of the circuit break.

Sounds like you have a bad capacitor for your squirrel cage fan , now as for the a/c unit sounds like you have a direct short in compressor to ground or leg to leg , check all wiring to make sure that it is not grounding out or melted together.

There is an electrical box on the wall near the outdoor unit. open it and be sure that the circuit breaker is in the on position. Same in your electrical panel, be sure that the circuit breaker is turned on.

You're unit is a 31/2 ton according to the numbers.Normally, breakers will only be in a half way posistion when tripped. Yes, under most conditions, the fuse will blow before the breaker trips. I have seen this many times, the breaker may be weak, burned, loose wires and so tighten wires, check the condition of the breaker.It sounds like the breaker even though it is 60 amps, is the problem and you should replace it with out hesitating. This will solve you're problem. When you pull the breaker out, look at the metal clips that snap in on the buss bar to see if they have been overheating.And the buss bar its self. You will know. This means that the condenser fan motor (outside unit) failed, this caused to build hi pressure and either activated a safety valve to release the extra pressure or blew a line and R22 Refrigerant escaped from system.
The fix is to replace motor fan and capacitor find the leak and refill system with R22 Refrigerant Gas. It is safe to turn on the Fan Only mode on the Thermostat until a HVAC Tech arrives.
To perform this job parts and labor included will cost: about $300 -.$400. Look on the Yellow Pages for a Tech in your neighborhood.
